File: BSNL value added services

Sirs,
I have filed RTI applicationON 24.05.11 regarding un-authorised deduction of rs.60/- from my pre--paid mobile. Based on my compliant , the amount was re-credited by BSNL for a copy of the correspondence. The PIO, vide 4 DATED 15/18.06.2011, has denied information for my querries. I filed First appeal.Vide his order dated 17.08.2011, he has rejected my appeal. I intend to file appeal with CIC. Is it worth and I may not be in a position to appear before CIC. Please advice me.
