Rule 8 (b) ofHaryana RTI Rules 2009 - Mode of Service - is ambiguous , open to misuse . Keeping UPC POST (no proof of delivery) along with Speed Post /Regd Post makes intentions of Govt suspect .Then there is " or such other means " This is ambiguous , against interests of citizens . it is a tool for manipulation . This part need removal . Framing / notifying rules for public stealthily , puts a question mark over real intentions of the Haryana Govt.
