Need Help: RTI for RTO Pune

Hi,

I moved from Bilaspur C.G to Pune Maharashtra in the year of 2006 , with my Chhattisgarh (Bilaspur) registered Bike.
I got an NOC from Bilaspur to move my Bike to Pune and Also i paid the registration fees to RTO pune to get my bike registered here, also applied the same with all requested forms and documents .But still after 4-5 year i haven't received any RC book, and no body answers my queries in RTO.

Could you please help me whom i should contact or whom i can submit my RTI request.? also please let me know if i can send all realtive docs, RTI form and 10 Rs fees through Speed post or Registered post.

You can send the RTI Appl by Speed Post / RPAD / by hand .
