False claim by SPIO

i had written a complaint dt 6.6.2012 to ceo, election commission but no reply was received. Then i filed a rti as per jps50 sir, for long pending and got a letter from the office tranferring my complaint(not rti) to another officer. Now a Sapio has replied that no letter dt. 6.6.2012 has been received by the election commission office.
What shud i do for strict action against these callous employees. Isnt i a falsification of public records???

Should i take a stand of falsification of public records and use the sections of the same for action or just plain 1st appeal.

Dear Member

a. Normally such forwarding/s are sent through ORDINARY post and their delivery cannot be ascertained.

b. Better proceed ahead with FA as suggested by JPS Sir.

c. Do you have any proof that the said letter was delivered in the office of PIO.
