Framing RTI: is office attendance on saturday necessary for transportation inspectors of railways?

In our south eastern railway zonal headquarters and also at divisions transportation inspectors(CDTI<DTI< SAFETY COUNSELORS ETC) are forced to attend office on saturdays and gazatted holidays and restricted holidays.
railway persons who are working in these categories as excadre or permanent lien may answer these questions.
1. in the 6th pay commission there is no separate category of DTIs. then how there rostered duties are framed now?
when they are working 5 days from 10-00 to 18-30hrs why they should turn up on saturdays and gazatted holidays etc/
In case of exigency they are always attending the offices on odd time hours. then what is the correct rule and roster for them. is there any system or this type of system prevailing in your railways. if not then on what grounds?
