    (h) "public authority" means any authority or body or institution of self- government established or constituted—
    (a) by or under the Constitution;

    (b) by any other law made by Parliament;
    (c) by any other law made by State Legislature;
    (d) by notification issued or order made by the appropriate Government, and includes any—

    (i) body owned, controlled or substantially financed;
    (ii) non-Government organization substantially financed, directly or indirectly by funds provided by the appropriate Government;

    whether information regarding the procedure for Registration of document / Wills by Sub-Registrar in the house or hospital can be refused by the Sub-Registrar as not being covered covered under Section 2(f) of the RTI Act. Surely information regarding such a procedure must be in some rules, manual, notification or guidelines as otherwise it would be a mockery of law that documents / Wills can be registered at the whims and fancy of the Government official

    The REGISTRATION ACT, 1908

    s.31.
    31. Registration or acceptance for deposit at private residence.-In ordinary
    cases the registration or deposit of documents under this Act shall be made only at
    the office of the officer authorized to accept the same for registration or deposit:
    Provided that such officer may on special cause being shown attend at the
    residence of any person desiring to present a document for registration or to
    deposit a will, and accept for registration or deposit such document or will.
    Your query under RTI should be :
    copy of Rules / relevant part of Statute under which Sub-Registrar is empowered to Register documents at private place .

    Although I believe , since this information already exists in public domain [ gazette notification of Act ] , the PIO may refuse the same .
