How to get informations from private colleges.

I have applied RTI to M.D.U rohtak for informations relating to colleges affiliated to the university as information desired from above source about some college faculty data is very important in legal matters.
University have given data of colleges affiliated to them but in respect to data particularly with respect to private college affiliated to them , University says desired data lies in college only as college is not funded by gove hence not comes under rti.

Q. Is only funding from govt is only criteria for under coming rti act. Isn't M.D.U governing colleges made colleges comes under rti act.
Q what other body from whom the information related to private colleges can be obtained. Does we can apply rti to Education department. Does private colleges are managed by education department

P.S I have read judgment of cic whre even private schools are forced to come under rti act and given informations regarding faculty.

but sir private college is affiliated to university. and i have applied rti to mdu rohtak university who themseves deny information as they say information is with college not with us and college do not come under rti act. my que is isn't this is responsibility of university to get data from college and submit it in reply to rti

In this case, you need to file first appeal. University must suck information from college, under the law through which it controls colleges and supply to you, provided it is not barred u/s 8 or 9 of RTI Act. Please also refer:

can u give any citation of cic favouring decision to give information like in this case
