Bank clerk recruitment

Dear sir,
I am a serving defence person and will retire on 31 Jan 13 after completing 15 years of dedicated service in Indian Navy. I am selected in a public sector bank as a clerk which has asked for a certificate from serving defence person that "They would be retired/ released from service on or before 30 Apr 13. I submitted all the certificates during the interview process and got selected by the bank.

Now, the bank has called me on phone telling that they would be giving appointment orders soon and I would have to join within the stipulated time which they are giving. When I asked about my retirement date they are objecting and said they can't give more than one month extension. However, as per their notification and call letter, it was clearly written that the date of retirement should be on or before 30 Apr 13 which is 3 months after my retirement date.

I would like know, whether they could break the rules like this or not?. As, I am going to begin my second innings in my life it would be very crucial moment in my life. Please help me out of this situation and what should be my next course of action?
