1. Why I have been misguided by NBE official by e-mail and personal communication that I should apply for Degree Certificate and I will receive it in two to three weeks?
2. What action will be taken against the concerned official who misguided me?
3. Please provide me copy of citizen charter or any other rule of your board why I cannot get my Degree Certificate before convocation when I have already cleared my exam and I need Degree Certificate for employment abroad (as Provisional Pass Certificate will not be applicable there)?
4. Please provide me copy of citizen charter or any other rule of your board regarding procedure to get Degree Certificate immediately.
5. Name, designation, address and phone no. / email ID of the officer who is responsible for the dispatch of my Degree Certificate.
For your kind information, if my queries are not resolved, I add that in addition to RTI Act 2005, I can proceed against public authority and its officers under The Consumer Protection Act 1986 as decided by National Consumer Disputes Redressal Commission, New Delhi on 28-05-2009.
Background:
A] I received provisional pass Certificate on 18th June 2012 and applied for DNB Degree Certificate as per advice mentioned in e-mail from NBE dated Jun 28, 2012 at 9:40 AM and as advised by Mr. Chetan, NBE official at Facilitation Centre, National Board of Examinations, Medical Enclave, Ansari Nagar, New Delhi on 2nd July 2012 by an application along with Challan of Rs. 3500 and was told that I will receive the Degree Certificate by post within two to three weeks.
Because I was assured that I will get Degree Certificate within three weeks I signed a contract for job abroad with salary SR 18000 (≈ Rs 2.5 lac), handed them over my other original Certificates and passport and assured them that I will give DNB Degree Certificate.
I tried to enquire about the status after two weeks but there was no reply. When I personally went to the same office and enquired I was told that I will receive Degree Certificate only at convocation. They had no answer when I asked why they misguided me.
Now I’m in severe mental agony, having heavy financial loss and my career is at stake.

4. Filing fee: IPO No __________for Rs.10/- enclosed.
5. Enclosures: a. Copy of Provisional Pass Certificate
b. Copy of Offer Letter
c. Copy of previous communication with National Board of Examinations through e-Mails.
6. Please rush information by registered post. I am an Indian citizen. Reply in English.
7. Permit me inspection of relevant records, with an assistant of my choice. I am not very conversant with official language of record and office procedures.

Cut out all that background.
Your queries 1 to 4 need to be reframed. Under RTI, you can only ask for "information".
Read Sec 2(f), 2(i) and 2(j) of the RTI Act : Right to Information Act 2005

Please delete sr.no.1 and 2. There may not be any material information that can be supplied to you against item no.1 and 2. To establish the allegation of misguiding, first you have to establish what is the correct procedure and timeframe. Second aspect of taking action arise only when the first allegation is established. Please gather information to prove your allegations and then make a complaint with documentary proof with the HOD or the Chairperson. Rest is okay.1.
