RTI to Police Dept against constable salary detail+Illegal flat owned details

Hi Frnds.

I am neww to forum..Howver i have basic knowledge of RTI.
I wish to seek info thru RTI against a corrupt police constable in pune who holds flat in Pimpri area and i have come to knw that he got this flat in black money and very less white...I need to know how to go about it.

1)How to file RTI appln,
2)To whom should i file?
3)How to frame my quesn.

Note. i dont have exact address of flat, but have area name and bldg name can be found out.

You may ask certified copy of assets statement he would have filed with police department every year. You can ask for last 3 years. Please refer:

You may word query like " Please provide me certified photocopy of assets statement filed by Shri ________ designation _____ posted at _____ police station for last three years ending 31-03-2012.

Mostly such property is purchased in benami name of distant relative etc.

You may search municipal corporation website, if it gives details of immovable property by referring to name.

As far as the central govt employees are concerned the conduct rules call for filing a return indicating his assets and liabilities at the time of initial appointment only. Thereafter only the Group A and Group B employees are required to furnish an annual return. [Under central govt the constable is only a Group C employee]. However, by an amendment of the rules during May 2011 it is prescribed that where a Government servant [note that no distinction of Group A, B or C is made here] enters into a transaction in respect of movable property either in his own name or in the name of the member of his family, he shall, within one month from the date of such transaction, report the same to the prescribed authority, if the value of such property exceeds two months basic pay of the Government servant. I am not sure about the relevant rules for Maharashtra govt employees. That has to be kept in mind while drafting the RTI application.

2. As per rule of your department, how frequently the property assets should be filed by officers and employees.
3. As per rule of your department, what is procedure of buying moveable and immovable property by officers and employees.
4. Please provide details of forms and returns which should be submitted by officers and employees of your department on purchase of property in his or his relative's name.
5. Details of action that can be taken against officer/employee to fail to submit the relevant form/return on purchase of property.
6. Please provide certified copy of property return/assests filed by Shri _________ ranK __________ in last three years.

I assume you are from Pune. I need a small help.

I want to send and RTI application to Pune Police to seek some information. Can you tell me the following :

1. Address of PIO Pune Police
2. How much RTI Fees - Rs 10 or More ?
3. IPO to be made in whose name as fees ?

I visited Pune Police website but all is written in Marathi so I could not understand that.
