Regarding 1st Appeal time frame
Dear All, My RTI application was received by CPIO on 9th July 2012 which he further sent and the concern PIO received it on 17th July. Further that PIO sent the application to another PIO reason information sought on few points pertained to that PIO/Department which was received by that PIO on 22nd July and CC of the same was sent to me. I havent yet received the reply of my application. Please let me know the deadline of receiving the reply and after what date im eligible to file a 1st appeal...Thanks

a. For 1st PIO (who received application on 17th) you may file first appeal.
b. For 2nd PIO (who received application on 22nd) you may file first appeal after 27/08/12.

File 1st appeals to Appellate Authorities of the 2nd and 3rd PIOs IMMEDIATELY on ground of "deemed refusal".
You may get time-barred on account of DELAY if appeal is lodged after 9-Sep.
30 days is allowed for a PIO to reply to you AFTER he RECEIVES your RTI request. 5 days is added per forwarding to ANOTHER PUBLIC AUTHORITY (but not within same public authority)
As and when any of these CPIOs sends you a reply / information you are allowed to file ANOTHER "first appeal" on specific grounds pertaining to the reply / information. The same has to be done within 30 days of its receipt by you.
The PDF file for "rti-time-schedule" in the link is flawed and misleading.

Dear Users, pls make me clear one thing. Now the 1st appeal on grounds of deemed refusal should be sent to the Appellate athourity of the CPIO to whom i sent my RTI application or to the appellate athourity of the PIO who received the application on 22nd July? Both of them are from the same department.
