Who to file Complaint to u/s 18 of RTI Act
Very often RTI users address and file their complaints u/s 18 to "Chief Information Commissioner".
The proper way to address them is "The Secretary, Central Information Commission" or "The Central Information Commission, through its Secretary" (deprecated).
This will ensure that the file moves (slightly) better and faster.
The rationale for this is that the Complaint is made to the Commission (as a body) represented by its Secretary. The new RTI Rules 2012 are silent on the role of Registrar in so far as complaints are concerned.
