Framing RTI: Construction in Bhimtal, Uttarakhand

Greetings!

I have the following query for RTI, I have spoken to various departments like LDA, Irrigation etc but no one has a fixed answer.

As per the Building Bylaws & LDA no construction is allowed within 30Meter of the Bhimtal Lake. We request you to please clarify that from which permanent reference point of the Lake does the sanctioning authority start measuring the 30Meter to determine location of construction to be permitted.

Please recommend on what needs to be done for getting this answer? I have never filed an RTI before.

1. plz supply certified copy of Rules / policies governing construction around Bhimtal Lake , Uttrakhand .
2. plz supply certified copy of documents which show the method used for calculation of distance of authorized construction from Bhimtal Lake , Uttrakhand .
