Question Concerning Maharastra state Co-Op Housing Society rules

Can the managing committee of a housing Society legally refuse, without sound logical grounds, to issue a NOC to a member wishing to enter into a leave and licence agreement if the society secretary has met the licencee and found them acceptable. Is the member legally free to proceed with the registration of the agreement without the NOC. the society is within the Salcette Society area of Bandra West, Mumbai. Urgent please!
