First filing, how to start?
Hello,
Going through the simple format for beginners, i understood the drafting but have some doubts.
-what is the fee and how do i pay it?
-what is postal order?
-if i have an issue, how do i identify where do I have to send the RTI file related to it?
-and how do I get the corresponding adress?
-writing a simple common letter won't do? Issue is a little complicated...
Please someone explain.
Thank you so much for help.

Re: First filing, how to start?
India follows a federal structure of governance whereby there are 28 States, 7 Union Territories and one Central Government.-what is the fee and how do i pay it?
There are specific subjects over which a State Govt. has jurisdiction (e.g. police, municipality etc) and then there are specific subjects over which the Central Govt. has jurisdiction (e.g. railways, national highways, military, navy etc.)
For filing a RTI application on a State Govt. subject one needs to follow each particular State Govt's notified rules for formats & fees, and for filing a RTI application on a Central Govt. subject one needs to follow Central Govt's rules & fees.
Kindly click on the following link to know about each State Govt's as well as Central Govt's rules & fees: Centre/State RTI Rules and Fees - Guide

Re: First filing, how to start?
RTI application has to be addressed to the Public Information Officer (PIO) of the organisation/department from which you want to seek information. Details of the PIO will be available on the website of the department, under the "RTI" link. If you cannot find them there, simply call the department and ask "Who is the PI in your department ? I want to file an RTI application ?"
Your RTI Application has to be as per the RTI Rules and Fees for the Centre or State, depending on under which government does that department fall under.
These are available in the Guide section of the Portal: RTI Guide
Please read the other articles in the Guide section as well as the links given in the FAQ here: RTI FAQ
Please also read the links given on the home page: RTI INDIA - Your right to know - the Compete Right to Information Portal of India
These will be of help to you during the RTI process.
