Complaint under section 18 -Life and Liberty

I have sought information from PIO ,krishna mahavidylaya.He has sent incomplete information, I made first appeal to Secretary of Institute.FAA has not replied .Then I made second appeal to the SIC Pune,in sept.2011.Then I sought another information to the PIO of same College again he not supplied all the infomations and not sent required photostat copies .I made first appeal .No reply from the FAA .I informed by text messages that I am moving to the second appeal .NO REPLY .Then I filed second appeal to SIC,Pune, in 2011. Then I sought information in separate application to same PIO . Still he sent incomplete information and not a single Photostat copy.I made second appeal to FAA.Again no reply of third separate appeal. The copies was necessary but no one sent the copies . Then instead of making second appeal I made complaint under section 18 to the Chief Information Commissioner ,Maharashtra ,Mumbai on 12/2/2011 under Life and Liberty, as I needed copies because UGC sent grant to my project and the Principal sent the grant that I am not eligible to this grant.[ on my request UGC Pune office sent me the grant for research project ,retired teacher can do the research upto age of 70 years.
,only condition is there should be co-investigator and he must be permanent teacher.One colleague is with me who is associate professor .
So PIO not given the information. After that project I would have applied for major project of Rs 10 lacs amount .I would have completed the project by the end of 2011.and we would have applied for major project in Jan.2012
SO i made request SIC to punish PIO who not supplied copies of UGC correspondence and not given copies within time and about Rs. 7 lacs penalty should be imposed on PIO .And asked disciplinary action by Govt.,University and Institute.

Now the Chief Information commissioner sent this complaint to SIC ,Pune,.August 2012 as I am in satara district.
Any body can guide me .This is very interesting case .I can send the documents by emails .which are in Marathi and complaint is in English.
I am fighting for justice for the last 3 years .

Firstly, you request for information definitely does not come under the life or liberty category. Getting (or not getting) a grant for a research project can definitely not restrict your liberty or endanger your life.

There is a waiting period in SIC Maharashtra.

So your second appeal and complaint will take time to come up for a hearing. You have to wait till then.

It is my right to do research . They are preventing me for doing it means , they are forcing me not do research . The intention is to stop research! It has effect on my personal life too. If it is not comes under the Life and liberty,they accepted my complaint (may not be under Life and liberty).
I am confused ,pls guide me what should do?

How is doing (or not doing) research a threat to your life ?
Will you lose your life for this ?
How will your liberty be affected ?

I agree you . what should i do now? But the responsible persons who misused the posts should be punished , we will complete that project self funded .But what punishment they will get?they will be free to misuse the power again ,If I stop taking actions.
