Sub: Personal inforamtion of other employee.
It is difficult to provide clarification in a generalised query. If the specific information can be uploaded in the site, it can be effectively dealt with and can satisfy the information seeker as to what information is to be furnished and what not, taking into consideration of the Sec. 11 - Third party information of the RTI Act 2005.
However, the information pertaining to another employees remuneration, movable and immovable assets, qualification etc. can be now divulged in terms of the recent decision of the Hon'ble CIC/I.Cs. The information seeker may kindly go through such decisions and Sec. 11 of the RTI Act in order to satisfy himself in this regard.

Mere possibility of adverse affect on a co-employee is not sufficient to refuse information under RTI. Information can be refused only if it falls under any of the exemptions contained in Sec 8 of the RTI Act.
The concerned co-employee will have the right of being heard before the PIO discloses the information.

Third party information A party has filed an application u/s 6 of the Act to make available some information in regard to another person,the information is in possession of a authority of PSU.the information like whether his father was employed by the same employer,details of LTC/LLTC aviled for which dependents, how he was appointed in the service.whether these information shall be disclosed without concern of the concerned party or not and if the PIO has decided to disclose the information straight away without informing the concerned party as per law what ar4 remedies.
i also wanted to know that who is competent authority to decide which information is exempted U/s 8 (1) (e) and 8 (1) (j).
