CIC for inspection of IOC dealership records

NEW DELHI: The Central Information Commission has directed Indian Oil Corporation to allow inspection of records relating to allotment of dealership of petrol pump to a Bihar-based applicant, who alleged malafide in the selection process.

Ganesh Choudhary, an applicant for a petrol pump dealership of the oil major in Sitamarhi, Bihar had filed complaints against the Company and Ministry of Petroleum and Natural Gas with the Commission alleging that he was not allotted the petrol pump due to "malafide reasons".

He sought copies of documents, submitted by the candidate who was placed on the first position in the merit list by the selection committee for the award of dealership.

Taking his complaints into consideration, Information Commissioner M M Ansari on June 29 directed the Chief Public Information Officer (CPIO), IOC to allow inspection of complete records relating to the selection process for distribution of petrol pumps within 15 days.

Choudhary had stated that his complaint against the decision of the selection committee was not properly examined by the IOC's grievances committee at Patna.

He had also alleged that IOC's Patna office had no "proper arrangement" for either receiving applications under Right to Information Act or furnishing documents as per its provisions.

"While there is no provisions under the RTI Act for redressal of grievances (with regard to allotment of dealership). There is no reason why the access to the relevant documents pertaining to the allotment of petrol pump should not be provided to him," the Commission said, asking the CPIO to furnish the identified documents to the complainant.
