Welcome to this portal of sunshine law ever enacted since 1947 for the real benefit of common man in dealing with govt. If mkcl is a corporation of state govt. U can directly resort to rti. Pl refer to guide section [top right hand side] and visit my article on maharashtra rti rules. If it is a non-govt entity, U can still file rti appln quoting section 2[f] of rti act 2005 to get the information sucked from mkcl by the govt. dept which controls such institutions eg. Dist Education Dept for pvt edu. institutes etc.

Is Maharashtra Knowledge Corporation Limited a PA? Their website says: "Maharashtra Knowledge Corporation Limited- is a public limited company established in Mumbai by the Government of Maharashtra, India, in August 2001......."
Also, of their 11 directors, 4 are from Maharashtra Government.

They have not disclosed any information under Sec 4 and have also not appointed a PIO.

MKCL is clearly a PA. Even its equity structure shows that it is substantially funded by the Government or other PA's. The Board of Director "substantially controls" MKCL.

Mumbai: Broadening the definition of the term 'substantially financed' in the Right to Information Act, 2005, state chief information commissioner Dr. Suresh Joshi has stated that even a company having government equity as less as 37% can still be called as a 'public authority' and hence comes under the purview of RTI Act.

The order that was passed on August 12 against Maharashtra Knowledge Corporation Limited (MKCL) will now club all the public sector banks, companies like Mahanagar Gas, all major oil undertaking and MSSIDC under the ambit of RTI Act as they too are public authorities.

On June 29, the information commissioner had passed an order on Sicom stating that it was a public authority even after government equity was only 49% after its disinvestment.

Joshi told DNA: "The word substantial is not clearly defined in the Act. It needs to be broadly defined and understood. In this case, the company got substantial amount from the government and was also having monopoly on a certain business due to the government order."

MKCL conducts the Maharashtra State Certificate in Information Technology course which is must for government employment seekers. MKCL had argued that since it is not a body owned, controlled or substantially financed (around 50%) by government, it is not a government body.

The order also states that since out of the total income earned by of Rs183.45 crore in 2007-08, Rs165.56 crore is from MSCIT, which is a monopoly business, it is also supported and encouraged by the government. The commission has now been asked to appoint a public information officer and a appellate authority within 15 days.

Will the 6th pay commission be applicable to people working under MKCL?

Does flexi pay/bonus like central govt will be applicable?

The performance link reward system seems like private.
So question is its like completely government pay scales and performance reward is another way of saying flexi pay?
or
MKCL is hybrid public+private.
Please clear the payment criteria.

Also these pay scales are old/current or waiting to be updated?

As you can refer above, this question is settled by Chief SIC's order that RTI Act is applicable to MKCL.
