Need Help: cancellation rule for short term passport after change of name after marrige and after entry of Husbend name

When the new passport no B1702061 was issued to my wife Aisha Khanam the old cancelled passport B0960855 was kept at Ghaziabad office as per the rule 13 of G.S.R 691(E) dated 11th December 1980. and on the new passport observation was made that Holder has been previously issued passport no B0960855 DATED 26/10/99 By Passport office Ghaziabad is cancelled .But when the Bahrain Embassy send Ghaziabad enquiry about the old passport Indian Embassy people informed us that they receive the information from Ghaziabad that THE previous passport cancelled and return to holder. As at present we are in Bahrain and can not give any clarifications. We highly request you to look in this matter and help us as Indian Embassy applied penalties of Rs 5000.00(BD 39.000) on 21 December 2008 and not interested to see the government rules as also my wife send the Letter to the Ambassador of India to Kingdom of Bahrain on 19 December 2008 regarding clearance of our position and send the copy of rule 13 of G.S.R 691(E) dated 11th December 1980.
