Unanswered: How to file First appeal in Railway

Dear Frnds,
I had asked few information from Divisional railway Manager Sambalpur Railway Division, but Pio has just replied avoiding the facts, and the answer is misleading, I had enough prove that the information is incorrect and now I want to appeal to 1st appellate. Kindly help me in how to file appeal and to whom I shall file.

Firstly if you think that the information is misleading, you can file a complaint directly to CIC, New Delhi.

Also, the PIO should invariably write the detail of the 1st Appellant authority in his reply. And this is also the strong ground for the 2nd Appeal. Check up the sample RTI Application form available here at our sister site:

It is interesting that there is no covering letter and they did not mention to whom I shall appeal. Actually my place is situated at the junction of two Railway division and I had asked departure time of two consecutive stations from two different railway division. Interestingly the train reaches the second station prior to departure from the first station. The departure time of the first station is given by Chakradharpur Railway division through RTI.

Mr Dubey, I will suggest you to
(1) make a fresh application under RTI directly to Head Quarter office under whom these 2 division falls. Ask for the copies of the timetable and even ask for the connecting trains available.

(2) side by side make an appeal to First Appeleant Authority with your grievance against your RTI application, his address will be First Appelant Authority, Divisional railway Manager's Office, Sambalpur Division,
you dont have to pay anything for the same and you can go through these forum for format of Annexure 'B'.

Dear Friend,
Now that I have received all the details from Railway. They have admitted for last 5 months train has not run in time in any single day. I have got the actuall time at which train has run and it is late daily, I dont find any reason to appeal. Because Railway has admitted the train is running late on daily basis. But can any one guide what should be my next step.

Dear Ganpat,
I have filed an RTI about as per your suggestion, I shall share it with you all immediately after I get the reply but till date they have admitted that there is late running. Actually I am preparing my self for the next step too. They will certainly give the names of the persons and there is no punishment to any one, or may side track my query. In that case what I shall do? I am thinking to go for a case as deficiency in services as per consumer protection act or there is any other way. Please guide me.

After some careful thinking, I had suggested those loaded-questions for you. They cannot be simply replied without fixing the responsibility on somebody or other who is expected to ensure the proper running of trains. Let us wait for their answer. Depending on the answers you receive, further course of action can be planned. Our forum has lot of experienced crusaders, who are full of ideas and I am sure they will definitely come out with their best.
