Why to appear personal hearing

Respected sir,
when we know the outcome oforders to be passed by the first appeallate authority,which usually will be hand in glove with the orders of cpio. ( both are from the same department)then what is the point of appearing for personal hearing

I have experience of attending a few 1st appeal hearing, without receiving any reply from the SPIO or after receiving irrelevant, misleading information. When no response received the FAA 'advised' the deprtmental SPIO to provide information at the earliest; whereas in case of misleading and even false information provided by the SPIO, the FAA was also acted as a deprtmental officer rether than FAA and also always was hand in glove with the SPIO. It is not mandatory to appear in the 1st appeal hearing , the FAA may suitably be informed to consider the appeal on the basis of documents provided,,without being present in the hearing. No need of wasting time and money for the hearing .

Abhijeet ji has very rightly suggested that do not give any chance to FAA ,at least inform the FAA by writing the letter to decide the matter.

It is not necessary for FAA to call the applicant for hearing. In case he does so, the applicant can request him to consider the appeal on merit.

Can someone please tell me under which clause of RTI Act the FAA can call the appellant for hearing ? Under section 19 of the ACT the applicant should file an appeal to such office who is senior in rank to PIO. This make PIO and FAA equally responsible in case there is delay of information.

In one of my recent case the FAA has filed (closed) my appeal because I was not present at the hearing.
