Societies Registration Act 1860

I have received above comment on the true copy of the reply from District Registrar Chennai North to my RTI.
This is in repect of All India Chess Federation
Reg no 125/1958
What that comments means to us?

1. You have delayed filing your previous Annual StatementSponsorer
2. The registrar has still not condoned that delay in filing
3. Till the condonement takes place, the document will not be approved.
You have to compare the reply to what you asked in your RTI Application.
