RTI in Orissa, I got this:

1. By post: The application fee of Rs 20 in shape of Treasury Challan in the Schedule under the appropriate head of account.

Sorry for sounding naive, but what is this 'Treasury Challan in the Schedule'? How and where to get it from? Can we get it staying in another state from where I've to file the
RTI by post?
Finally, how to know the 'appropriate head of account' is it published somewhere?
