In the absence of the Appellant, the Commission heard the Respondents
who stated that the RTI-application was accompanied by a money order of
Rs.10/- which is not the valid mode of payment for an RTI-application.
However, they wrote to the Appellant that the information desired by him had
been collected and that he should send Rs.24/- towards photocopy charges for
12 pages. This also the Appellant did not do. The Commission, therefore,
directs the Appellant to send the initial fee through a valid mode of payment so
that his application can be replied to. In the meantime, the Commission directs
the Respondents to send back Rs.10/- which the Appellant has sent through
