1. If you want to pay by DD or BC, then you will have to call your assessing officer and get the "in favour of" name from him.
Alternatively, you can send the Rs 10.00 application fee by IPO (available at all post offices). Just leave the "in favour of" line blank, cross it and sent it along with your application.
Don't forget to add at the bottom of your application:
"I am attaching herewith a IPO Nr…………….dated…………….for Rs. 10.00 towards application fees for this
RTI application. The “in favour of” line has been left blank since I do not know whom to address these fees to. Kindly fill in the name at your end."
2. Your CPIO is the SAME as your assessing officer of your range and ward.
Just address your
RTI application to:

Assessing Officer
Range XXX Ward XXXXXX
