Passport status change to "Furnish a fresh application from with all columns filled up and all declaration signed""

Dear Sir,

My brother applied for Indian passport on 25-Aug-2008 with File Reference Number as BLYZ360285 and Applicant's Name as Prashant Sharma. I checked the status of my passport on 20th October 2008, according to the status "Police verification has been received and it was about to dispatch to me on 14th Nov 2008". Yesterday I checked the online status, now it is saying "Furnish a fresh application from with all columns filled up and all declaration signed". I am very much puzzled about the current status. My brother has dully signed the application and it have been reviewed properly.

It would be your kind enough if anybody could figure me out what to do next.
Again we have to submit the money along with Fresh application.

I have sent so many mails to mea.gov.in, but I did never get any single reply from there.
