I really do not know the methodology and basis of information used to arrive at the figure of 15-20% reduction in corruption or that 95% decisions are in favour of information seekers.
As per the

From page 50 of the report:
The Commission allowed 43 per cent of the appeals filed and rejected approximately 19
per cent. However, it returned 35 per cent of the appeals, which belonged to the category
termed as ‘Others’. These returned appeals were those where the Commissioners could
not give a favourable or unfavourable decision. Since these could not be considered for a
final decision, they were returned with suitable advice to the applicant. This indicates a
lot of effort is required for, ‘…educating general public and develop and organise
educational programmes to advance the understanding of the public, in particular of
disadvantaged communities as to how to exercise the rights contemplated under the Act’
(Section 26 of the Act).

The Annual Report for 2006-07 has been delayed because Public Authorities have not submitted data to the
CIC inspite of several reminders. The
CIC website carries a message on its home page:

Central Information Commission has fixed the deadline for submission of Annual Returns (for 2006-07) by 29.2.2008, failing which they will be treated as defaulters in the Annual report. The Public Authorities may submit their returns electronically.
