The appointment of 30-odd Commissioners of the Income Tax Department is turning vexatious with Central Board of Direct Taxes (CBDT) now dragging its feet even after the approval of the Prime Minister's office (PMO). </td> </tr> </tbody></table></td> </tr> <tr> <td class="news" colspan="2" valign="top"> </td> </tr> <tr> <td class="news" colspan="2" valign="top">According to well-placed sources, differences has cropped-up between the PMO and the Finance Ministry as the former has held back approval to the four names forwarded by the later. Departmental Promotion Committee (DPC) headed by the then Revenue Secretary KM Chandrashekhar, now Cabinet Secretary, had recommended names of 34 Indian Revenue Service Officers' (Income Tax) for promotion to the grade of Commissioner of Income Tax on March 30, 2007. </td> </tr> <tr> <td class="news" colspan="2" valign="top"> </td> </tr> <tr> <td class="news" colspan="2" valign="top">However, the PMO did not agree to the recommended promotion of MS Rao, Sukvinder Kaur Khanna, G Hemlata Devi and Sanjeev Dutt. All of them are 1987 batch officers. </td> </tr> <tr> <td class="news" colspan="2" valign="top"> </td> </tr> <tr> <td class="news" colspan="2" valign="top">The PMO expressed its reservation on the inadequate grading given in the Annual Confidential Reports of the officers. The DPC recommendations are considered Union Public Service Commission (UPSC) recommended as a member of the commission is part of the committee. </td> </tr> <tr> <td class="news" colspan="2" valign="top"> </td> </tr> <tr> <td class="news" colspan="2" valign="top">Following the differences, the CBDT has now taken refuge in a stay order issued by the Central Administrative Tribunal (CAT) in another case and is delaying the notification of the promotion of the remaining 30 officers, whose names have been cleared by the PMO, as commissioners. </td> </tr> <tr> <td class="news" colspan="2" valign="top"> </td> </tr> <tr> <td class="news" colspan="2" valign="top">The stay relates to the transfer order issued by CBDT issued on June 25 this year for commissioners. </td> </tr> <tr> <td class="news" colspan="2" valign="top"> </td> </tr> <tr> <td class="news" colspan="2" valign="top">The order was stayed by the CAT as fours officers petitioned against it for alleged discrimination claiming that despite they had working spouses in the Government, they have been posted out on promotion, whereas two officers in Delhi and one in Kerala have been retained and accommodated at the same place on spouse grounds.
