As suggested by othres it is always advisible to exhaust the internal mechanism within the same pubic Authority. if the CPIO is denying the informations on filimsy grounds make first appeal to the AA citing the reasons for making the first appeal.
in some cases, i have seen appeals directly approaching the
CIC/
SIC is returned with the suggestion to approach first Appellate Authority and then if agreived even after the decision of AA, you can approah the
CIC/
SIC by way of second appeal.
