Uttarakhand Guv for RTI manuals in libraries

Uttarakhand Governor Sudarshan Agarwal has asked chief secretary of the state to make available all departmental manuals relating to the Right to Information (RTI) Act and approved by the Information Commission to all major libraries, including Raj Bhavan library. He has also suggested to put all these manuals on the Internet at the earliest.

The Governor discussed progress of effective implementation of RTI Act in the state with chief information commissioner (CIC) R.S. Tolia at Raj Bhavan today. He asked the Information Commission and the government to make effective records management, a pre requisite to information management.

Tolia said all 58 departments had prepared the 16 manuals relating to the department as prescribed under section 4(1)(b) of RTI Act and had been approved by the commission. The Information Commission would ensure that all those manuals were available in every government office so that people could use them easily at will.

A copy of second annual report, comprising analysis of appeals and complains under RTI for the period of 2006-07, presented by the CIC showed that most appeals received by the commission related to revenue department followed by department of urban development. About 66 per cent of total appeals submitted to the commission were due to the fact that information had not been provided within set time limit.
