IMPHAL, Aug 7: The Manipur Information Commission has issued show cause notice to the deputy commissioner Ukhrul district for not providing information sought by person returnable within seven days.

In the meantime, a person submitted a complaint to the commission against the deputy commissioner Tamenglong for not providing information sought by him under section 6(1) of the right to information act, 2005.

The ruling of the Commission passed on July 31 against the DC Ukhrul related with the non-provision of information sought by People`s Action for Rights to Information, Manipur, Nagaram.

The body sought lists of the beneficiaries and works programme of the MLA`s local area development funds for the year 2005-06 to 2006-07 in respect of Ukhrul district on December 8, 2006.

Failure to provide the same, the rights body put up a complaint to the information commission and hearing was conducted on July 16, 2007.

Replying to the non-furnishing of the information, the district authority stated that all the relevant records were totally gutted on July 9, 2005 arson of the DC office by ANSAM activists. It also stated information could not be compiled as the staffs were engaged in election duty of the 9th Manipur Assembly election.

It also stated that the concerned official had also transferred and new officer have no idea about the matter.

After hearing the reply, the commission directed to furnish the information sought by the appellant free of cost within seven days on received of the order and submit a show cause within seven days.

Otherwise, a penalty of Rs. 25,000 and recommendation for disciplinary action will be imposed on the respondent for violation of the provision of the right to information act, the ruling stated.

On the other hand, one Titus Kamei of Ragailong Imphal put up a complaint against the DC, Tamenglong for not providing information he had seek.

He complaint the commission that the DC Tamenglong who is also the chairman of the DRDA refused to provide the numbers of villages benefited and amount spent by the schemes, RSVY, SGRY, NFFWP, IAY, MLA local area development fund, district headquarters, infrastructure development in the hill areas, hariyali (watershed) and sector reforms projects and others implemented in the district under DRDA.

He also in his complaint expressed suspicion that the villagers in most of the villages in Tamenglong district are not benefited, so far and the money goes to the pocket of some of the ministers, officials and vested interested persons.
