In the year 2005 I had received an admit card from the West Bengal Power Development Corporation for the recruitment of Trainee Executive (Personnel & Administration), my name being forwarded by the Employment Exchange as mention in the admit card. On the date of examination (24-07-2005) the papers of qualification were verified and I was allowed to sit for the examination. Unfortunately I couldn’t clear the examination in that chance. In the next year (2006), the department published an open notification through its website and newspapers for the same post. The designation and requisite qualification as mentioned in their website was as follows: Trainee Executives (Personnel & Administration) Candidates Graduate in any discipline and must be MBA / Post Graduate Diploma (full time course of 2 years) – Specialisation in Personnel Management / HR from the Institute of repute recognized by AICTE. Degree in Law from any University will be preferred. Age limit 30 years as on 01.05.2006 I had applied for the post and the consequence may be detailed through the following letter which I had sent through registered post but received no response. To: The Executive Director (Corporate), WBPDCL 1, Kiran Sankar Roy Road, New Secretariat Buliding, Block – B, 6th Floor, Kolkata – 700 001 Sub: Requesting clarification for recruitment policy of Executive trainee (P & A) Respected Sir, This is to bring your kind information that I, Indranil Ray had applied for the post of Trainee Executive (P & A) going through the notification as appeared in the website wbpdcl.com I had cleared the written test and was called for a group discussion at the Corporate Office on 20-08-2007 at 12:30 PM. After reporting on that day, I was offered the code “C-8” dated 20-08-2006 and was asked to sign the attendance sheet. However during verification of educational certificates, I was told that I will not be allowed to appear for the GD since I am having HR as my minor specialization and not major. I brought into notice to the verifying officer and Mr.Ahmed (a higher official present on that day) that the notification invited expression of interests from candidates having specialization in HR and it was not delimited within candidates having HR as the major. T that the officials told that the department will consider candidates having HR as major only and candidates with minor will simply be eliminated. Furthermore as per the vacancy notification, application were invited from candidates specialized in HR fro Institutes of repute. However I am not sure whether reputation of the Institute was considered as a parameter while shortlisting the candidates. What I had found on the day of interview, candidates completing their MBA from lesser reputed Institutes were accepted. On the other hand I was eliminated although I completed my MBA from a premier Institute of Eastern India. Considering your optimist. I do hereby request you to let me know how fair and justified is it to eliminate me upon the ground that I have minor specialization in HR although it was mentioned in the notification that candidates specialized in HR may apply. So let me know whether the department doesn’t consider minor specialization under the purview of specialization? Secondly whether any weightage is given to the parameter of reputation of the Institute from which one has done his MBA? Sir, I expect your reply in this regard within maximum seven days of receiving this letter so that I may be satisfied with the justification of such behavior extended towards me. Trainee Executives (Personnel & Administration) Candidates must be Graduate in any discipline and having MBA/Post Graduate Diploma/Degree (full time course of 2 years) in Personnel Management / HR (Major) from the recognized Institute of repute approved by AICTE. Degree in Law as added qualification from any University will be preferred. Age limit 30 years as on 01.01.2007. Now I would like to draw attention to the following points: 1) If my qualification MBA (Major – Marketing & Minor Specialization – HR) specialization does not fulfill the eligibility criteria of WBPDCL for the post, why did the National Employment Exchange forwarded my name for the post in 2005? 2) As instructed by the department, I had sent the photocopies of my educational papers during applying for the post in 2006. Then why was I invited to attend the Group Discussion round and eliminated upon a ground which was not clearly specified in the recruitment notification. 3) If the notification of 2006 was right in its sense why did the department mention specifically HR (Major) in this year’s notification? Under such circumstances I would like to take help of the RTI Act to know why I was eliminated from the GD round though there was no clear ground of elimination.
