New Delhi, Aug 17: The Central Information Commission has issued show cause notice to the Ministry of Overseas Indian Affairs (MOIA) for two months delay in replying to an RTI application of a man seeking details on ways to recover dues from his ex-employer in Ghana. Delhi resident Harish Chandra Gulati sought information from the ministry on the modes to be adopted to get back his dues amounting to USD 30,000 from an Indian company in Ghana where he had worked from June 1994 to October 2005. "The commission decided to issue a show cause notice as to why a penalty prescribed under the RTI Act should not be levied on the respondent (MOIA) for delay in reply to the application," Information Commissioner O P Kejariwal said, in a recent order. The CIC, after noting that the reply sent to the applicant had not taken care of any of the points of queries, also directed the MOIA to give an item-wise response to Gulati by August 30. Gulati had received a response in February to his RTI application filed in December last year. The applicant had sought information on 11 counts including whom he should approach for getting justice from his ex-employer in Ghana and whether he can file a complaint through the Interpol against the company. He also wanted to know whether it was possible for him to file a case against the foreign Indian company here and whether he can lodge a complaint with the Delhi Police against the managing director of the company.
