Yes you can.
A registration certificate issued by the Govt. is a Public Document.
I think you are referring to VAT registration certificate since Sales Tax has been discontinued all over India.
In fact in some States, it is obligatory to display the VAT registration certificate.

I want to know that from where I can get the Vat registration copies of other.

I need them badly because we are manufacturers in Orissa and our Finished goods comes under Industrial Input but the Sales Tax Authority wants to see the RC copies of our customers.
