Since you have just submitted your PP form on 11/03/08, I suggest that you first write a ordinary letter (not under RTI) to the ACP of your area. The ACP will redirect it to the local police and they will start taking action immediately.

If there is no action within 15 days or so, then file a RTI with the local police to find out as to why they are taking so much time to do police verification. You RTI application to the police has to be as per Maharashtra RTI Rules.
From your post it is not clear as to why there is nearly a 1 year gap between you applying for a passport and the submission of PP form. Can you please clarify ?
