Need Help: Name change in Pune Municipal Corp for flat purchased

I had purchase a resale flat and now needs to change the name in the Municipal corporation. I purchase the flat from the legal successor(i.e. WARIS) as the owner of the flat had died. I went to PMC office of KarveNagar to transfer the flat name in mine, but they are saying that you need to first transfer the name from the death owner to their successor and then from them to your name. And for this you have to pay two time transfer charges of rupees 1800 each.
I do not understand why I need to transfer the name from the owner who died to their successor as this flat had never been transferred to them, it’s been directly sold by their successor on behalf of death owner to me. So is it necessary to do so. Please provide me relevant information on this.

Also I am having the below mentioned document
1) Xerox copy of Index-2 in name of mine (as original is submitted to the bank as flat taken on loan) and also written that the legal successor of the owner who died had sold flat on behalf of the death owner.
2) Notorised Affidavit for all the legal successors that they are only the legal successor and No objection to sell the flat to me.
3) Municipal Corporation paid tax receipt up till now
4) Society NOC letter.
5) Death Certificate.

The PMC officer also says that the Notorised Affidavit is not accepetd and will require Tahsildar affidavit.but currently the none of the legal sucessors are available as they had left the PUNE.
Is there any other requirement other then this to make the transfer on my name. Please do assist us and help me in this regard.Can i get someone in Pune from RTI who can help me in this regards.

I think, registered sale deed should be sufficient to get your name noted in PMC record. U submit the application with sale deed copy [certified as true copy by a notary] and other papers for transfering property to your name in PMC records. Take acknowledgement on photocopy of your application. Ask them to reply in writing for remaining formalities or objections. If PMC does not reply or act in a month, file RTI appln by refering to followings:

This issue is not related to RTI .It is advisable to visit www.bighelpers.org for any kind of help.

Secondly,I feel that It is mandatory to first get it transferred in the name of successors / legal heirs.Only then he / they are entitled to get is transfered in the name of others/anybody.

Dear Shah,

I had gone to PMC office to submit the said sale deed but the PMC officer is not accepting it. Niether giving me any information in written.He is telling me to submit along with sale deed the tahsildar affidavit of Lega heirs saying that they are only the legal heirs and will also need to transfer the title first to there name and then to your name.

Also i visited the Maharastra RTI rules site but as its written in MArathi could not get it clearly how to approch to get my issue resolve.Can you please help me in this reagrd.

You may send entire papers and application for transfer by Registered AD post to the head of the PMC dept. U can get Maharashtra RTI Rules at Mahrashtra RTI Rules - RTI Guide
