    Default Police verification for employees

    Hello,

    My friend has a problem. He is a bank employee (Govt bank) and he had applied for a passport with his employer's No objection certificate. after six months, a letter received from the passport office demanding an affidavit from the notary noting the residential details. He submited the same and received his Passport. But after that, a policeman visited home without any prior information and told his daughter who was at home at that time, to contact that policeman personally with certificates/documents. As he was working very distant from home, he will leave at 7.00 a.m. and return at 8.00 p.m. daily. So, he could not contact the Policeman personally. Anyway, he believed that the formalities have been over as the Passport was already issued. Now, a letter has received from the passport office to surrender the passport based on the police verification that "the party is not residing in that address".
    In this case, we want to know that- (1) whether police verification is needed in the case of govt. employees, (2) whether he had to contact the police man personally at his office. and (3) what is the remedy. we had seen from TV (one Kerala Minister for Police department) that for police verification, the party should not be insisted to come at the police station. <!-- Signature -->

    Welcome to RTI India. Police verification is essential for every one. For govt. employee also. There is officially no need to visit police station but most of the policemen take bribe to verify address so they call the party to police station failing which they deliberately send a report to the passport office that address was not verified. You can file an RTI seeking details how your passport was issued without address verification.

    i guess police verification is not done for govt employees if the NOC in prescribed format is given by the head of the department or competent authority.

    i'll check up again and get back.

    I am a govt. employee. Despite submitting NOC from our deptt. police verification took place.

    File a RTI application seeking following information from the police depatment.
    1. Name of officer who conducted the inquiry.
    2. Copy of verification report submit by the officer.
    3. Documents which were taken into consideration to arrive at the decision.
    4. When I am actually residing at the address how wrong infomation was submitted police department ?
    5. What action can be taken against the officer in case it is proved to be wrong.

    Also submit an affidavit to the passport office with attested copies of residence proof.

    PIO is supposed to supply only information available with PA in material form. PIO is not under obligation to answer queries. Instead of asking questions, seek copy of instructions or guidelines for taking action against officers submitting false Police Verification Report with respect to passport.

    Party has already submitted Affidavit. Repeating the process shall not give any fruitful purpose. The Police Officer MUST ensure physical availability of the person at the given address on date of verification.

    Two passport applications were given by the party, one for him and the other for his daughter.
    The policeman had come his home once without any prior information. When he came his home, only his daughter was there. The policeman asked the details and told her that both of them should contact him personally at the police station with all certificates,

    On hearing this, the party called an employee working at the Passport Office (who was introduced by his friend) and enquired about, whether both of them (he and his daughter) have to meet the police man personally or not. He explained that he is an employee working in a distant place from his home and leave early morning and come back very late in the evening. He has submitted the NOC with photos from his higher authorities and submitted an affidavit from the notary as required by the passport office. On getting t he affidavit, the Passport was sent through registered post on the residential address of the party and received.

    The passport office employee informed that, in the case of daughter it is better to contact the policeman personally, otherwise they may give a false report and in the case of my friend, it may not be compulsory to contact the policeman. As per that the daughter appeared before the policeman with her mother (please not that no any formalities were taken place except physical appearance once again before the policeman) and my friend did not appeared before the police man as he told. So, he reported that the “party is not residing on the address” given by the party.

    Here, we don’t know how the policeman could report that “party is not residing” there while two names of the neighbors were also given in the application for their reference. Moreover, he could have details from his daughter or his office.

    Then , what is the purpose of the affidavit demanded by the passport office. What is the use of issuing the passport on getting the affidavit.. What is the use of police enquiry after issuing the passport.
