garage turn in business

hie. i wanted to know as in a residential bldg can a garage meant for parking can be used at a commercial property??? can i use it as my work place.... if yes whts the procedure for the same.,

2nd issue is if i am renovating my flat and want to add one small bathroom in it, so for tht who's permission is required. my landlord is not allowing. but all the flats in my biulding have added the bathroom... plz help thanks
