Can any one help me to know guide lines for installation of cell(mobile)tower on terrace of flat system apartment?

What should be?
What should be not?
Any noc required?
What is role of other flat holders?

If mobile tower is installed within the circle of 40-60 mtr. of residential, is it harmful or not
