Railway vigilance
My mother had made an agreement with A promoter for development of a land. The promoter cheated my mother and sold of the flat due to her. When I enquired about the promoter's background , I learnt that the promoter is actually a railway employee and works as a resernation clerk in railway reservation office. The company is in the name of his wife but in all practical purposes she is a ordinary house wife. All work is looked after by the railway employee.
I informed railway vigilence but did not get any action. Then under RTI I sent an application asking the PIO from vigilence department to submit me in writing about what action has been taken and details of the enquiry. I also asked , why no action is taken and who are responsible .
I got a phone call from vigilence department and was asked not to persue the matter. I was also informed that they are helpless as the reservation clerk cum promoter has great political influence.
Then yesterday I got a letter which stated that the reservation clerk had obtained permission from railways so that his wife can run the promotership business and they have no evidence against the reservation clerk.
The matter is the reservation clerk is actually running the business and his wife's name is just a cover. I gave them details where this firm had been constructing buildings and requested them to conduct site enquiry . But fro reasons unknown Railway Vigilence ws not ready to conduct any enquiry. I plan to appeal to AA. Can anybody suggest how to proceed and make Railways conduct thorough enquiry.

But please understand that this forum is here to solve your RTI Act related problems only . So leaving other things apart , I try to answer your RTI query as I can understand .
All your questions will be answered if you just ask from PIO for copy of Action Taken Report regarding your complaint . He is supposed to provide you a copy of the same if ATR has been prepared by the deptt. after enquiry . You can not guide them to conduct any enquiry on your complaint under RTI Act . For redressal of your grouses you need to act under different law and this forum can not help you there .
If you are not satisfied by reply of PIO , you may file first appeal with appellate authority in the deptt. concerned .

Subrata, where is the need to add the word corrupt in the title of the thread, because the PIO has not answered to your expectations? This forum is not the place to level such allegations and adjectives. Your thread title stands modified.
Defeat is not final when you fall down. It is final when you refuse to get up.

You can ask the railway board vigilance for the action taken report through RTI which in turn will guide your request to the zonal vigilance officials.
And once it is routed through the railway board you can expect a reply as all maters which are reported at the zonal levels are sent to the Railway Board.

Subrata,
You had asked certain information to the PIO. He has replied. In case you are not satisfied you are at liberty to go for first and second appeals. As Mr.Ganpat has correctly pointed out, how can you allege the PIO corrupt ? What was the coruption he has done ? I think we should desist from maintaining that all PIOs are corrupt.
