It's time to second appeal, advice plz

I have sent two RTI Applications as detailed below:

1) To: The PIO, West Bengal Power Development Corporation
Mode of sending: Speed post
Recd. on: 24-08-2007
Response:None
First Appeal to: The CIC, West Bengal
Mode of sending: DTDC Courier
Date: 22nd September 2007

2) To: The PIO, West Bengal Power Development Corporation
(sent through the SIC, West Bengal)
Mode of sending: Speed post
Recd. by SIC on: 18-08-2007
Forwarded from SIC to PIO, WBPDCL on: 27-08-2007
Response: None
First Appeal to: The CIC, West Bengal
Mode of sending: DTDC Courier
Date: 26th September 2007

Now I invite experts' opinion about my possible next course of action (second appeal after how many days, any specific fomat of second appeal, etc)

Firstly I am not sure why would you send the 1st appeal to CIC?

By CIC,West Bengal, do you mean Central InformationCommission or State Chief Information Commission ?

I'm afraid I may have used a wrong abbreviation. However by CIC, West Bengal I meant State Chief Information Commission and I appealed him u/s 18(1)(c).

I been informed by CIC now that all Appeal must be first endorsed by PIO and FAA before filing with CIC.

This is making lot of inconvenience..

In my opinion we must send only an intimation email or letter to PIO/FAA not that entire set of copy for PIO and one for FAA. Thats really weired...
