I visited website of IASE which is a private institution and RTI is not applicable to such private entity directly. Hence above guidance will not work in this case. U can now lodge detailed complaint with UGC & DEC and mark copy to IASE VC. Request them to take appropriate action for delivery of certificate to U. If you do not get reply in a month from UGC/DEC pl file RTI appln with CPIO of UGC AND DEC by refering to following links:http://www.rtiindia.org/forum/blogs/...ding-govt.html http://www.rtiindia.org/forum/blogs/...govt-info.html http://www.rtiindia.org/forum/blogs/...effective.html UGC AND DEC are central govt authorities and hence U should use rti rules for central govt as suggested in second link hereinabove.In addition to above, U can send a notice to IASE VC claiming huge amount by way of loss due to delay, mental agony, inconvenience, expenses, opportunity loss etc for deficiency in service under Consumer Protection Act. In addition U may claim Rs.1000/- per day of delay as further compensation beyond date of your notice etc. I have posted few articles on my blog jps50 at www.bighelpers.org relating to Consumer Protection.

U should send by email and also by speed post ad. Govt employees are not comfortable with emails. Courts also insist on hard copy. We have to go a long way in e-governance and change of mindset.

I could locate judgement of Kerala High court pertaining to private university etc. The same is attached to this post. U may file additional RTI application addressed to PIO of IASE by following these links: Rajasthan RTI Rules - RTI Guide http://www.rtiindia.org/forum/blogs/...ding-govt.html Since IASE would not have appointed a PIO and post addressed to him may bounce back, U can write address of Registrar or VC on the envelope. Send by speed Ad post and attach attached judgement of HC. Pl enclose IPO of Rs.10/- in the name of 'ACCOUNTS OFFICER, IASE' [use full form of IASE] and copies of earlier follow-up requests for certificate. Donot send email of this rti appln to university, otherwise they will not accept your envelope under some pretext.All the best. This is in addition to earlier suggestion.

earlier follow-up requests for certificate means I have sent 100 emails to the university and talked to them over phone. I had sent one application for delivering the certificate urgently with proof by fax as university people told me to do. should i attach email copies with the application ? |

Dear , Very Sorry to state that your B.Tech. DEGREE from IASE is not recognized as UGC & DEC have recognized only Diploma in Engineering from IASE. Better you immediately check with either Insitution of Engineers (India),Kolkatta , Institution of Electronics & Telecomminucation Engineers (IETE),New Delhi & Institution of Mechanical Engineers (India) ,Navi Mumbai if you can get exemption from some of the subjects of their Degree Level : Associate Membership Examinations & save your further time & money.
