Information regarding two year old Confedential Report

Hi, I am only a few minutes old member of this forum.
i am here to find out if there is a way to obtain Information regarding two year old Confedential Report of a govt employee as it effects this person's promotional aspects.
To be specific the information pertains to mr A written by his boss mr B to B's boss mr C. mr B happened to verbally tell A that he had written to mr C that mr A is an excellent employee, and the letter contains details of various achievements of mr A during the year.
Is it possible to get a copy of this letter under the RTI act? All three are no more holding the same offices. C has retired and A & B have moved to different offices, but the information may help A to put across his case for promotion.

The information can be easily obtained by filing an RTI application to the PIO of the concerned govt. department. For help on how to draft and file an RTI application, please go through the 'All About RTI' links on the homepage.
