Unhappy Unanswered: Passport Delay Jeopardizing Career

I too have passport woes. I'd been staying at my current address in Noida for the last 2.5 years at the time of applying for my passport and had all the necessary proof for that. Still the police verification officer recommended a verification of my Lucknow hometown permanent address. I applied for my passport on 16 April 2007. then in early september I submitted PP forms in triplicate so that the Ghaziabad office can send the verification to lucknow, still no progress nor any verification sent to lucknow. I had got an admission for MBA at swansea, UK. Because of the passport delay I could not join it this year and had to defer it to next year.


All this happened because, I refused to pay "mithai fees" to the police verification sub inspector. Then he declared with arrogance, that he'd see to it as to how I would get my passport without a verification from Lucknow regardless of my stay at my present address for more than 2 years. When I went to the passport office I was told that the police verification officer had recommended the issuance of the passport only after my permanent address verification. But the reason mentioned in his report is itself an evidence of his wrong intentions of delaying my passport. I don't recall it verbatim, but it was what he also argued with us during the verification.

I took possession of our rented 2 room first floor accomodation on 31 Dec 2004, along with my future husband and his sister. I got married on 6 Feb 2005. In March I had to apply for a bank loan for which I required a rent agreement in my name that I got typed signed and witnessed on 31 March 2005. The stamp paper had the purchase date of 30 March 2005. It mentioned my name as Rupa Sen W/o Ajai Mehra. It also mentions that the possession was taken over by the tenants on 31 Dec 2004. However, our "intelligent" police verification officer kept arguing that how could I mention W/o of Ajai Mehra in the rent agreement when I was not married on 31/12/2004. I tried to make him understand that at the date of typing and signing the rent agreement paper, I was married and that is the reason I mentioned it there. But he held on to his point, and finally mentioned this reason in his report sent to the RPO for recommending police verification of my permament address. The one sentence from that report that I clearly remember is "Mamla Sandigdh Prateet Hota Hai, Ateh Prarthi Ke Lucknow Awaas Ki Police Jaanch Ke Pashchaat Hi Passport Pradaan Kerne Ki Sanstuti Ki Jaati Hai"

Now I have a major set back as the person who had agreed to sponsor my studies has retreated. Will Passport authorities, or the Noida Police verification officer or his department, now take care of the expenses of my studies next year that would be more than 16 lakh rupees??

I would appreciate if you could advise me on how to proceed with the RTI in above situation.

Hi,
you can write an application on your passport.for one of my friend it was pending for more than 6 months, but just after 23 days of the application he recieved the passport.If you would need, i can pen down an application for you if you can share your date of application, application number and a brief on proceedings your application so far.

My passport application date is: 16 April, 2007
File Number is: F 006419

I had received my Management course admission confirmation letter from Swansea University, UK. I met the PRO showing that and requested for early issuance of the passport on 2nd July. I was assured that the passport will be issued on 12th July and will subsequently be despatched in the next 2-3 days. The passport status on the official website is still showing as "Passport was ready on 12-07-2007." (Passport Enquiry Status, Ministry of External Affairs, Govt. of India) When I went to the passport office I was told that the police verification officer had recommended the issuance of the passport only after my permanent address verification. Therefore I was advised to submit Personal Particular forms in triplicate so that the Ghaziabad office could send the verification to my permanent address of Lucknow. I also sent in an email largely containing the contents of my first post to these emails:

For reference, these emails are of Prime Minister, Sonia Gandhi, Pranab Mukerjee Minister MEA, Chairman NHRC, Cheif passport officer of India, Director of CBI, DGP UP, SSP Gautam Budh Nagar(Noida). Apparently, none of these authorities have any time to read/ reply/ take action on such a small issue of a lowly citizen's career.

One of my friends, who is in the Army, suggested me to use the RTI for this. During my net search in this regard, I happened to find this RTI forum and sought advice. I would appreciate if you could guide me through the produre and the questions formulation for the RTI application to the RPO Ghaziabad enquiring the steps taken or not taken by them; and also an RTI to the SSP Noida about the verification report prepared by his subordinate passport verification sub inspector.

rupa4u2nv,

RTI will help you in getting more information as to why your passport took so long as well as probably expedite the passport issuance.

You can then use the information so obtained to pursue a case for compensation.

I will get back to you with the letter you can post to the authrorities.You can expidete your passport issuance process and also claim compensation for your loss(this might take longer time since you need to go legal case)

The file you had created was in Office 2007 and we had not upgraded our site to include that as an attachment. Now I had done that and also updated your post with the files.
