In one occasion, applicant expressed his willingness to attend the 2nd appeal hearing to the SIC, W.Bengal. But without any hearing SIC of his own finalised the
matter in favour of the PIO and his observation was totally biased and the order was intentionally prepared to help the PIO , who should have been penalised. But I really do not know what is to be done in this situation , when PiIO was in favour of one corrupt officer and did not furnish any correct reply of the queries; but sent one enquiry report( which was not at all asked for) prepared to exonerate the departmental corrupt officer from all irregularities. Most important point is that ,when some other applicants asked the "supporting documents" the PIO mentioned that no supporting documents were available in favour of the findings of the E.Q, on basis of which the enquiry officer decided and exonerated him with some baseless remarks. Whenever asked for clarification, the simple reply was that --- the findings of the enquiry report were supported by the departmental Secretary as well as the MIC of the department. Now it has been supported by the SIC also. I simply do not know why they are all united to help corruption. All relevant records are available
( through RTI ) but as it is very lengthy , so it could not be produced here. Please let me know (without going to the Court) what else can be done , when SIC supported , without providing any scope of hearing to the complainant ?
