dear samir,
it seems you are beyond rti act now, into the realms of legal aspects, which a legal consultant is best suited to guide you. I think RTI act can only take you this far, if indeed the society is not registered.
you must file a criminal suit against the society based on the reply received, albeit it would be better if you can do something to ensure that the reply is not a mistake. i suggest you should pay a personal visit to the pio of RoCS, with some printed invoice where the reg. no. is indicated etc, and seek his opinion on the matter.

Re: (plz check this draft) : Registrar of hsg societies, mumbai
Dear Samir,Sponsorer
1) Have you cross checked the society registration number mentioned in your RTI application with the registration number mentioned in your share certificate, society maintenance bill etc.
2) If the number is correct, file a first appeal with the First Appellant Authority. In your first appeal ,under the point Grounds for First Appeal: Please write that the PIO has given false and misleading reply to my RTI application etc. Attach a copy of your share certificate, society maintenance bill etc and highlight the society registration number in those attachments.
Please add at the bottom of your First Appeal
PS: Since it is the PIO’s responsibility to inform me of the particulars of the appellate authority as per Section 7 (8) (iii), and he has not done so, it is his responsibility to forward it to the First Appellate Authority.
3) If the registration number mentioned in your application is incorrect, please file a fresh RTI application with the correct number.
If the registration number does not fall under his ward but under some other ward, he should transfer the application to the correct ward as per sec. 6(3) of the act.1) CAN THE REGISTRAR GIVE A ONE LINE ANSWER TO SUCH A DETAILED RTI QUERY ?
But if the number is completely incorrect, he can give a one line answer, because if the file itself is not traceable how can one reply.

Hi Samir The registration No of your society should be written as Bom/Hsg /Reg no/Year.Put this information and ask about the registration of the society to the Deputy Registrar K ward ( w) Your society may be a proposed society and they may not be registered You can approach the office bearers and the committee members of the society regarding this so that you can come to know the facts. If it is a fake registered no you can approach the police near your area and filr an FIR Please give your society details so that we can help you more better
