However, an RTI Application is valid only when it is accompanied by appropriate application fee. You can file on-line application if on-line facility is available with PIO . However, it would be appropriate to send a confirmation copy alongwith proper application fee to the concerned PIO /CPIO.Please remember that you cannot ask queries but can only seek information in material form available with a public authority . Online RTI facility is not reliable. There is no proof of delivery and the application fee still has to be paid by postal method. Better to send RTI application by post along with fee.Please go through some useful articles in the guide segment (RTI Guide) |

Dear All, Recently while filing my application & first appeal through the office of the Deputy PRO, GPO, Mumbai, in hard format, I had also sent the soft copies to the CPIO through the Office of the FAA who had in the recent past acted as CPIO and had furnished me his e-mail id. The FAA , on receipt of the application had forwarded it to the CPIO u/s 6(3). Thus while filing my application in hard copy format, I had paid the fee through Postal Order. Thus I could successfully file my application & first appeal through e-mails to both public authorities. Now I am contesting the case of the CPIO and FAA who have refused to transfer the application to more than one CPIO which is a mandatory obligation cast on them. They have resorted to a circular issued by the Department of Personnel & Training. However, they have ignored my contention that section 4 of the Inforamtion Technology Act, 2000 has sanctified the validity of the electronic records. It says that whereever an information or record is required to be in written, typewritten or printed format, if the same is made available in electronic formate, the requirement is deemed as having been satisfied. Thus the law is categorically clear and if there is any misconception about the reliabilty of soft copies sent to the Public Authorities, please remove the doubts as such e-mailed copies are not only valid and legal but the Act also sanctifies the digital signature on such documents. Only caution you are require to take is either pay fees separately with a covering letter and also mention in the application the e-mail id on which such application/appeal is sent. Please also request the recepient to reciprocate the receipt of your e-mail. This is as full proof as sending a hard copy through exensive postal routes. Hope this clears some doubts. I shall post the outcome of result in my case. Happy information seeking.Ketan Modi |
