Question: regarding govt fund for the medical college

I want to know how i ask one insitute about govt fund used,
the fact is, that state govt send some lakhs rupees for the college for the porpose of dept development and student stipend, more then 2years back, but as per my knowledge that fund fraudantly transfer by the management from the college account to management account, after several repersantaion college issued amount only some students or some staff, after that college told that all fund used for the development of the dept. also college management given signature rom the head of the dept that fund already used his dept, I want to know through R.T.I. how I asked question about this scam. also i want to know detail from the issued dept who issued fund for the college i want to know both from the college as well as central govt. plz help.

Dear Sir, I want to know how i ask question about Central govt fund which is given for the college for the dept development as well as students stipend, but this fund college management transfered from the college account to management account and keep this amount more than 2 years after protest college issued some amount to the students as stipend also told that only stipend came 4 one year only. and other amount used as dept development but practically no dept developed all remaining amount in management pocket as per my knowledge management given sign ron the respective head of the dept that all fund used in dept.I want to know from the college and central govt for what porpose this fund given where used and also why management keep this fund in management account, plz help how i ask ,
