backdoor entry in PSUs.

Some PSUs are encouraging backdoor entry without going through the regular channel. How these entries can be brought out in the open? Is there no mechanism in place (like statutory declarations),to take care of such mal-practices. Why RTI is to be the only forum to saught such information ? Can RTI forum take some action so that the Govt.makes it mandatory to declare such appointments,right from lowest level to the highest level.

it is increased in Navratna PSU's located in Eastern region and in and around Dehi. RTI forum should take it up.
